Every route under /repos/:owner/:repo GitHub serves for the three, checked against GitHub's OpenAPI description, from IssuesService. Lists page with page and per_page and a Link header, include pull requests in the issue list, and create labels an issue names that do not exist yet, as github.com does. REST errors carry status, and validation failures answer 422 with errors.
