Repositories, issues, pull requests, releases and notifications each decoded the cursor, built the (date, id) after-clause, sliced pageSize + 1 rows and encoded the next cursor themselves. lib/db/keyset.ts now holds that once, with the cursor codec and InvalidCursorError.
The issue and pull request list DTOs now reject a limit outside 1-100 like every other list, so the services stop clamping it.
