Behind DELIVERY_EMAIL=queue, NotifierService renders each thread email
and inserts an email job keyed by outbox event and recipient, then
NOTIFYs delivery. apps/delivery POSTs the job to the HTTP relay with the
same body as proxy.transport.ts. Auth mail still sends directly.
