Organizations live at the top level alongside users, share one namespace
with them, and own repositories. Members get the organization's base
permission, admins administer every repository, owners own them, and teams
and collaborators can raise a member's role. Repositories can be transferred
between users and organizations, and old names redirect.
Role rules move into a shared @ghost/permissions package so the API and web
rank roles the same way.
