Adds 24 events: issue edits, unassigning, labeling and comment edits and deletes; draft changes and dismissed reviews; label, release, star, watch, fork, repository edit and transfer, and member events. Each is published in the transaction that makes the change, and only when something changed. The notifier now handles only the events it notifies about.
