- The API turns off a webhook once a delivery has given up since the
owner last changed it and nothing succeeded for three days, and emails
the repository owner. Turning it back on starts fresh.
- apps/delivery sends at most WEBHOOK_HOST_CONCURRENCY webhooks to one
host at a time; a job that finds its host busy retries in 5 s without
recording an attempt.
- apps/delivery prunes finished jobs, and their attempts, after 30 days.
The API prunes handled outbox events after 30 days.
- The API reports delivery lag, queue depth, webhook success and p99
attempt time from the delivery tables, with a Delivery row on the
Grafana dashboard.
- ADR 0031 is adopted.
